I have an asus desktop, and have tried every solution, though none work. I dont have a mouse to select any option the secpol.msc command doesn’t work either. Please help!

Windows 10.0.16299.19 upgrade failed and it gives the message: "Windows could not complete the installation. To install Windows on theis compuiter, restart the installation." i tried the method in https://answers.microsoft.com/en-us/windows/forum/windows_7-windows_install/windows-could-not-complete-the-installation-to/bf09c3c5-298b-459f-aed5-4f431b8398f5?auth=1 but it does not work. There is no cursor on the screen, there is no “local user and group” in Double click Computer Management (Local) -> System Tools -> Local Users and Groups -> Users -> Double Click Administrator -> Uncheck Account is disabled -> OK this step
there is no response when i try oobe> msoobe
Please help me, thank you!

2018-03-17T12:45:50+00:00 First thanks toTgatlin2000's suggestions , but didnt work for me , as no restore points were found . As I was SICK and tired of reading and trying things , I installed windows a FIFTH time due to this bug . Now I collected evidence that restore points were created

So again a full installation, this time i followed Costa’s suggestion to run a offline update via media creation tool, created USB stick etc, run setup thorugh as recommended . And now the SAME thing again, including that again reatore points can be found . I am so mad. Does Microsoft suggest that i should keep my Windows update deactivated and catch every virus utilizing their flaws ? Has Windows 10 become XP? PROVIDE A PROPER SOLUTION !!!

So I managed to get it started up. I turned the computer off and on 3 times to start advanced recovery. Choose advance options. I was about to restore windows (reinstall windows and removing all apps and programs by keep personal files). Select reinstall and keep personal files. And then on the next screeen hit cancel. So I hit cancel at the next prompt. I then selected start windows and it continued installation as normal without the error.
Any advice if windows is telling me that there are no restore points found? WTH? After my third fresh installation due to this freaking bug I am 100% solid I created restore points. As restore point is missing, seems advice above doesnt work?
