Try right clicking the task bar, add a new toolbar, and point at this folder:
C:\ProgramData\Microsoft\Windows\Start Menu\Programs
Replace C with whatever drive you happen to have Windows installed at.

It could only be better if I could actually do this on the Start Menu, but that's Microsoft's fault, not yours. (When a program accidentally expands to full-size and has no resize option -- as literally happened with the dialog while doing your step -- you can't get the toolbar to show up and (of course, therefore) can't resize the window. Clicking and dragging -- both Window borders and to make text selections, is quite literally horrible in both Windows 7 and 8!)
Generally speaking, though, accessing the programs through a toolbar is actually FASTER than Windows 8's stupid right-click Start Menu.
