What does the error code c101b000 represent?

I was getting this error code as I was attempting to install an application from the Marketplace. The application will download perfectly, but when it tries to install the application, it would continuously give me this same error code. This occurred on multiple application installation attempts, so I know it is not a problem with one specific application that I am attempting to install. I am completely lost on what in the world this might be. I need help here.

This is a problem with the store on Microsoft's side which reoccurs every few weeks. Unfortunately there is absolutely nothing anyone can do except wait for it to be fixed by MS.

Its a Windows Phone store outage.  They have a problem on their servers, so nobody can download apps until it is fixed
