About a while ago I ran chkdsk to check and recover bad sectors and fix system files and it then froze at 43% on stage 5 of 5. I left it on through out the night and I went to school and came back it was still at 43%. I then manually shut down the computer and ever since I have been trying to fix the problem. It was the second time I ran chkdsk on this pc while having windows 7 I usually run chkdsk every month or so to make sure everything is functioning right. After my problem occured I have tried so many things i have ran spinrite,I have reinstalled windows, I have tried to run chkdsk on safe mode, I have tried sfc/scannow, and chkdsk /p and all of these things did not fix the problem. Chkdsk /p was the only thing that didnt even try to fix anything because it said invalid parameter. Also when I reinstalled windows 7 on my pc then chkdksk froze at 49% on stage 5 of 5. I even ran diagnostics from the bios and I use Seagate Seatools and both diagnostics said my hard drive was perfectly fine. I also tried running chkdsk from the windows 7 cd and for some reason it completed in less than 2 hours. I then ran chkdsk from the pc and it then froze again this made me think that there had to be something wrong with my pc. So I was wondering how can I get chkdsk to complete perfectly from my pc again instead of using the windows 7 cd each time.

I never ran Partition Wizard from windows. I created Partition Wizard's bootable cd and I was changing all sectors to 0 from the bootable cd.
Partition Wizard is one of the utilites I looked at, but my first choice would be to use the bootable CD to create the partition and full format it:

I assume you have already used Acronis or Norton Ghost for create an image backup of both the 100MB and Windows partition to an external USB drive.
Also assumes that Partition Wizard's bootable CD can do a "Full" format (after creating one large partition) and that you can restore your image backup to that now reformatted C: partition. More on this later.
Might as well see if running Partition Wizard from within Windows can fix the problem, let me know.
And please don't jump into the Image Backup method (if Partition Wizard doesn't work) before coming up with a documented plan.

I have been having trouble finding a third party utility that creates a boot cd without having the full version of the program. I finally found one though, right now I deleted the patition where the bad blocks are and I have it as Unallocated space. The program I have found has the option to wipe the sectors of a partition. I am doing that to the Unallocated space. It is filling all sectors to zero, I did this because I thought it can possibly delete the bad blocks. The program I have found also has the option to format but right now I am turning all sectors to zero.
Do you think what I am currently doing is a good thing? If not should I cancel the operation it is going really slow since it has a lot of work to do so hopefully by the time you see this I dont think it would be finished. Also just for you to know the program's name is the Partition Wizard Home Edition v4.2.2. Also the current Unallocated Space is 169.76 GB. I deleted the 40 GB partition I created and made it to Unallocated Space.
Please report if what I am doing you think is good or not.
I've used several, but because of the nature of your situation I want to double check these ultities to see which one provides the best ease of use AND does what needs to be done. Since I have a test PC I can simulate what you need to do with both the Image Backup software and the partition manger software. If something goes wrong it's no loss as I can easly restore Windows and start again untill I got it down pat.
