About a while ago I ran chkdsk to check and recover bad sectors and fix system files and it then froze at 43% on stage 5 of 5. I left it on through out the night and I went to school and came back it was still at 43%. I then manually shut down the computer and ever since I have been trying to fix the problem. It was the second time I ran chkdsk on this pc while having windows 7 I usually run chkdsk every month or so to make sure everything is functioning right. After my problem occured I have tried so many things i have ran spinrite,I have reinstalled windows, I have tried to run chkdsk on safe mode, I have tried sfc/scannow, and chkdsk /p and all of these things did not fix the problem. Chkdsk /p was the only thing that didnt even try to fix anything because it said invalid parameter. Also when I reinstalled windows 7 on my pc then chkdksk froze at 49% on stage 5 of 5. I even ran diagnostics from the bios and I use Seagate Seatools and both diagnostics said my hard drive was perfectly fine. I also tried running chkdsk from the windows 7 cd and for some reason it completed in less than 2 hours. I then ran chkdsk from the pc and it then froze again this made me think that there had to be something wrong with my pc. So I was wondering how can I get chkdsk to complete perfectly from my pc again instead of using the windows 7 cd each time.

I will be posting an article to my web site shortly on some problems that can be encountered when using Windows 7 built-in backup software as well as Norton and Acronis.
My thought on this would be to Image your current Windows partition to the USB drive. Use a third party partition manager tool (that boots from a CD) to create one large partition (using a Full Format option) on your laptop drive, use the third part tool to run the equivalent of check disk. If Check Disk passes then the Image Backup software can restore an image created from a smaller partition to a larger partition or even a new hard drive.
I suggest you read the user's guide for both products.
If it seams complicated, it is as both user manuals leave out some important steps.

How do image Windows into a external USB drive? Also what is that exactly....imaging Windows? Would there be anything that would get affected in a negative way?
Well I think it might be possible but the time involved on your part plus the fact that I can't simulate a bad block means that any workaround I have in mind may work on my hard drive but not on your's.
A bad block can sometimes mean the drive may slowly fail as more bad blocks could and as repeat "could" start poping up. Then again if we isolate that one area on the drive leaving you with two large partitions on each side of the bad area (plus your existing partition) you may never see the problem again.
If your PC is still in warranty then I would have the drive replaced. I the waranty has expired but you are good at and can acces/replace the drive there is an option (by imaging Windows to external USB drive), replacing the drive and then restoring the image.
