Cannot change desktop background in Windows 7 Home Premium

I am using Dell XPS 1330 with Windows 7 Ultimate. I had the same problem of Desktop background not being changed. I went to:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\ Policies\system

I have a new dell vostro 1520 and on mine, it goes as far as policies, but there is no system folder.

I know on my first couple of days, i was able to change the background, and suddenly it stopped working.

ok...after doing more reading and experimenting, here is how i fixed my problem...

I went over to this link:

created a new administrator profile as it said.

Logged on the new user profile, and the background there was working just fine, but obviously, all my settings were gone from my original administrator profile.

I didn't want to delete my old administrator profile as the link suggested cause I had that account setup like wanted it, and well, i figured i might try to salvage it, so  Still logged on to the new administrator profile, I navigated to the following path:

%USERPROFILE%\AppData\Roaming\Microsoft\Windows\Themes

I copied the themes folder, moved it to the desktop of the new administrator profile, and from there, I zipped the themes folder and emailed it to myself.  I could have put it on the usb drive, or put it on my network, but I was not at home when doing this, so emailing was the easiest solution at the time...

So then I logged on back to my old administrator profile.  Downloaded my zipped themes folder.

I then navigated to the same path as before, but this time in the old administrator profile:

%USERPROFILE%\AppData\Roaming\Microsoft\Windows\Themes

I deleted the themes folder there, and unzipped my themes folder from the new administrator account I had previously created, and voila, background is working again!!!!

This actually worked!!! After spending 4-5 weeks looking for a solution it finally worked! I was about to reinstall W7 from scratch. COME ON MICROSOFT, SORT A FIX. This is just lazy of you.

Do you think this driver would work for a dell pc as well?

On my Dell I can follow your registry path all the way to policies, but policies isn't expandable, so I have no system values underneath policies.

Yes this is the way that I am trying, and the window glass changes and the sounds change, but the desktop background stays the same.  I am using themes downloaded from Microsoft.
