Cannot change desktop background in Windows 7 Home Premium

I noticed that someone else had this problem.  Does anyone know how to fix it?

I drove my self crazy trying to remedy this dilema for two days. I finally downloaded a program from Stardock called Windows Blinds. That solved my problem.

    I too used software called Windows Blinds by Stardock, the free version.  It solve the problem in 3 secs.   Just Google Windows Blinds.

    I have an Acer 7736Z-4015 laptop with windows 7 premium I just bought a week ago and it has the Acer blue background which I cannot change on the primary administrator account.  I can change any other account even if I make a new account administrator.  What did was to set folder to show hidden files and go to the following folder:  C:/users/username/AppData/Roaming/Microsoft/Windows/Themes.  I noted the Acer blue wallpaper Jpg was there called TranscodedWallpaper.jpg was there.  I deleted that file and rebooted the computer and low and behold the background was changeable.  Of course the "username" is the name of the primary account which is giving the problem.  I traced this by surfing regedit and found this path in a line by searching for backgound and wallpaper.  I don'e like to play with regedit as it can be dangerous to the system but if you don't change anything you can look away.  Hope this helps.

    Hi cutiecamel,

    By default the Windows 7 Starter Edition does not include the Personalization option.

    However, all is not lost! There is a way.

    my problem is when i right-click i cant see the words "personalize"...then how i can change the background?
