Cannot change desktop background in Windows 7 Home Premium

I am having the problem where I follow the instructions stated somewhere close the beggining/middle of the thread and everything about my theme changes except the desktop wallpaper.  I am running Windows 7 Home Premium on a new Dell Inspiron INSP1440. I have Intel Pentium(R) Dual-Core-CPU T4300 @ 2.1 GHz/2.1 GHz.  4.0 GB RAM.  64 Bit OS.  I believe I have a graphics accelerator.  My model was a display model at Wal-Mart, I got it and did a factory restore and downloaded Windows Updates, DDO Online, GIMP 2.0, and Audacity's Beta Version.  I also download like 56 of the Windows 7 Themes available through Microsoft. 

Sorry, forgot about one more thing.  I downloaded and used a program that allowed me to change my startup/shutdown background to whatever picture I could find on my computer as well. The program is called "Windows 7 Logon Background Changer."

I tried searching Regedit using the same method that was posted about halfway towards the end of this thread, and I followed the instructions all the way down to the policies folder and found that the policies folder in my registry wasn't able to be expanded (so maybe thats HP specific).

I did create a new administrator account, and logged onto that account.  The themes and everything were working fine on the new account, but upon logging back into the old account I discovered that the background was still stuck on the landscape picture.

Why hasn't anyone from Microsoft proposed a solution to this bug yet?  Or at least checked this problem on the forum?

I just replied to the post you generated earlier today. If you are using Windows Starter there is a good workaround that will get you what you want.
