    What happened in my case is that I didn't have full control on my folders, so if you right click the folder, the to properties and then security and click your user. You might not have full control and you fix it by hitting advanced in that same security tab, change it to you (hitting advanced is easier here aswell, hit find now and again, hit your name) hit ok and then check the box that says "replace owner on subcontainers and objects" then hit apply (make sure the thing you want to be able to access doesn't fail otherwise you would have to do this again but backtrack the folders)

    Update: As suggested later in this thread somewhere to delete the contents of "**C:\Windows\System32\SecurityHealth**" directory (content inside the "SecurityHealth" folder). I've tried this as well and no luck with the same exact issue and same experience as my post here.
