Surface Book 3 - external keyboard and mouse

I have a SB3 connected to a Surface Dock which has FullHD touch monitor, USB keyboard and mouse connected to it.  I have used this setup without any issues for over 2 years with Surface Laptop 1.

With the SB3 the keyboard and mouse 'stutter' meaning characters are lost or autorepeat due to missing down or up codes.  Mouse motion ceases then resumes.

I have tried plugging the mouse into one of the SB3 USB ports and get the same result.  

I know others have seen this problem.  It should be easy to reproduce.  Can someone from Microsoft try this please.

This looks to be a level USB message handling problem. Note that the USB is not unloading.

    It took the suggestion from Calroon above about how having active CPU usage seems to help, and downloaded the Folding@Home client.

    As long as it's running and actively using CPU resources, the problem almost never manifests.

    So there must be something funky going on between the SB3, SD2, and the power management systems, whereby a low power state causes micro-sleeps or micro-resets in USB connectivity while connected to the Surface Dock.

    While running Folding@Home allows me to work, it is constantly using 50%+ of my CPU capacity, so I'm somewhat concerned about heat now. It's definitely not a long term solution, but it's at least a 'duct tape' solution to get things working in the interim

    I have my Surface screen disabled when it's connected to the Dock, so I'm only actively using the external monitors.

    I tried re-enabling it to ensure that wasn't a problem, but it made no difference.

    My twin monitors are only running 1920x1080 so I don't think it's an issue with display bandwidth.

    MS gear is the commonality, this doesn't happen when I use by non-Microsoft dock in the same setup. Mine freezes when the only thing attached is the external monitor.

    I don't know if this factors in or not but the other dock can only drive the external monitor at 2048x1152 not at 3440x2160.

    It occurs for me regardless of whether I have browser windows open or not, and I also don't have Chrome installed, I use Edge.

    It seems the primary common trend is we're all using Surface Book 3's, we're all using Surface Dock 1 or 2's, and we're all running external keyboards and monitors.
