When on battery, severe CPU throttling kicks in at 35% charge: how to change ?

The solution: Running msconfig, going to the Services tab, and disabling "Intel(R) Dynamic Tuning service" seems to do the trick on my i7 Surface Pro 7. then you can restart your device. CPU frequency will recover.

Yes, you can turn off throttling with a simple registry setting, but there are less drastic things to try.  For me, the High Performance Power Plan was the key.

Last week I updated Windows to it's newest version (2004).

I think the problem is somehow solved because I haven't been experiencing the lagging so notorious as before.

HEY! I FOUND A SOLUTION

The very first tip in this video solves the issue right away. However, it's in german, but if you just watch what he does on the screen, you'll figure it out no problem! Start at 1:42!!!

I'll do my best to explain below:

1. In your Window search bar type: "System Configuration"
2. Open the "System Configuration" app
3. At the top select the "Services" tab
4. In the services tab, at the bottom you will find a small checkbox that says "Hide All Microsoft Services". Click the Checkbox so that all Microsoft Services are hidden
5. Look for Service in the list called "Intel(R) Dynamic Tuning Service". You will see that it's checked off with a check-mark. You should unselect it, so that the checkbox next to it is empty.
6. Now at the bottom right hand corner you will see a button that says "Apply", hit that button and then click "OK"
7. The app will ask to restart your device and once you do so your problem should be solved!!!!
