I've had this problem for a few weeks. My computer (surface pro 4 on Windows 10) can be fully charged and then shut down and the battery goes down to 89% when I turn on the computer. Battery drainage in
use has also become much faster. Using browser and internet connection the battery goes down to 0% in 2 hours rather than 5+ hours.

Thanks for bringing this up to Surface Community. I'm sorry to hear about your concern. Well, we do have some few recommendations to try to fix. Possibly, this is more on a Software or a hardware issue on your Surface device.
Method 1:
* Make sure your device is updated. (Windows settings> update and security>
Check updates)
* Update your drivers look for this option>
SurfacePro4_Win10_18362_1901501_0.msi > Proceed on
Download*Try to drain your battery fully then charge it 5-7 hours, once done try to observe if it does the same thing.
Method 2:
*Go to Device Manager> Uninstall the Battery Drivers> Restart the device
*Try to drain your battery fully then charge it 5-7 hours, once done try to observe if it does the same thing.
If the issue still persisting after trying the 2 methods, then proceeding on Resetting the device is another option.
We can perform RESET by "Keeping files" or "Remove Everything".
Method 3:
*Go to Windows Settings> Update and Security>Recovery> Look for
Reset this PC> Get Started.
* You can choose either "Keeping files" or "Remove Everything".
If RESET wont fix then, we can proceed on doing a
RECOVERY IMAGE. Now, if doing a
RECOVERY IMAGE wont fix the device then we can conclude that it's a hardware issue already.
