Surface Pro 7 Front Camera Not Working

I'm not sure when it started, since I hadn't used the front camera on the device at all, but today I noticed in the Device manager that the "Surface Camera Front" has an error:

This device cannot start. (Code 10) STATUS_DEVICE_POWER_FAILURE.

Sure enough, upon opening the camera app, it acts as though I only have the back camera installed.  I am predictably unable to bring up the front camera.

Is there possibly a driver issue, or is this a hardware flaw?

**Edit**: Problem persists through reboots, disable/reenable, troubleshooter, etc.  Notably, I realized the front camera worked for at least the first hour that I had the device, since it shows you the camera feed when setting up Windows Hello.

    One more question re this response.  I have a surface pro 6 and had the same issue.  from what I can tell I started getting the same error from my tcon device at the same time.  I uninstalled and deleted the 1st intel(R) control logic. My cameras (all 3) now work but the tcon is still failing.  I'm not sure what the tcon device is and it does not seem to be affecting my system.  

    Anyone else experiencing this?

    Hi Troy, thanks a lot! It worked! Afterwards, I had to also change camera privacy settings to activate it again in the system.

    The same thing happened to me after a recent Windows update.  Here is the solution that finally fixed it for me:

    • Open "Device Manager"
    • Under “System devices”, there are 3 entries for “Intel Control Logic”.  Right-click the first (topmost) “Intel Control Logic” in the list, then select “Update driver”
    • Click “Browse my computer for driver software”
    • Click “Let me pick from a list of available drivers on my computer”
    • Select the 12/16/2019 version of the driver (42.18362.3.196)
    • Click “Next”
    • Click “Close”
    • Click “Yes” to restart the computer

    Thank you very much for posting the solution, this one solved it for me on a first generation Surface Laptop with the latest updates in drivers.

    The versions of the driver you mention was not the same in my machine but selecting an older version and restarting the machine fixed the issue.

    A life-saver now in the pandemic crisis, thank you very much!

    For anyone that cares to know, I already tried:

    1. Uninstalling/deleting/re-installing the devices/drivers in any combination.

    2) Switching the devices (Front Camera and Front IR Camera) on/off from the UEFI page.

    1. Setting various folders to safe in my antivirus.
    2. Installing the Surface latest firmware update and then updating windows and all extra/hidden updates for my machine.
    3. Registry edit: Deleting the filter values in the registry part that has the same Class GUID with the camera (from Device Manager > Surface Front Camera > Properties > Details > Class GUID).
    4. Registry edit: Creating HKEY_LOCAL_MACHINE > SOFTWARE > WOW6432Node > Microsoft > Windows Media Foundation > Platform > DWORD (32-bit) Value with name: EnableFrameServerMode” and value: 0.
    5. Other more bizarre fixes that I found on various places on the Internet.
    6. Countless combinations of the above, just to make sure. I even created a matrix on Excel to keep track of the combinations I tried.

    Nothing fixed it in my case, except the solution on choosing manually to install an older version of the Intel Control Logic.

    I'm also stuck with this with our first Surface Pro 7 at work.

    The previous fix worked... for a day. The next day the driver re-updated and ceased working

    Our SP7 devices are all lost to this problem now... I bought all my SP7 Users an external webcam with integrated mic. Had anyone a news idea to fix this Problem?  I am fed up with looking for a solution to this unsolvable problem :/
