Hello,
My 2 week old surface book 3 ( i7-1065G7) is now throttling at a very low speed of .19GHz.
I have a standard mouse plugged in, and a Microsoft USB-C Travel hub connected. To the travel hub, i have a 2nd monitor connected via VGA cable. This system worked well until i plugged in an Ethernet cable to the hub from my router.
I have unplugged the travel hub, and have restarted the computer 2 times now with no luck.

I have updated the iGPU graphics, Wifi and BT with the latest version and today I managed to be around 3h on a Zoom VC sharing screens and receiving shared screens, Chrome, WhatsApp and Music open. There was no throttling at all and it has been running very smooth. Before the update, while doing the same thing, it was throttling down to 599Mhz. Therefore, probably the recommendation from Christoph I think it's a step forward on making the SB3 "great again".

Also, the easy way to get to Power Options is to right click the battery icon and then select Power Options! Not the messy way I described.

No, what I'm talking about is found by going to Start Menu, Settings (the gear-shaped thing), System, Power & Sleep, Additional Settings (it's near the bottom, under Related Settings). That should get you to Choose or Customize a Power Plan. There you will see some options. The first one is generally Balanced; the one you want is High Performance--that seems to do it. I've seen it suggested that Best Performance after clicking the battery does the same thing, but for me it didn't. The machine still throttled way down as the battery went down.
The funny thing is that I didn't always have the High Performance option, maybe because I had created a custom plan. After I reset Windows, which re-installed it, and did a bunch of updates, my custom plan was gone and High Performance was there. If you don't have it, Google "how to get high performance power plan windows 10" and you'll find lots of stuff. The entry from help.ableton is very good, though I don't know who or what ableton is. I'm going to do the suggested Regedit thing myself.

--I only did the reset at the suggestion of MS support. They did not have a clue, and I don't think they even knew what throttling is. The first suggestion to me was "remove your temporary files"! Hopeless.
You mean, by adjusting the performance when, for example, you click on the battery icon and you set it to "Best Performance"?
I found a power plan called 'High Performance' on my Surface. Changing to that, solved the problem--no more throttling down to 0.19Ghz. Even with battery at 7%, it was still around 1 GHz. I'm not sure yet what the effect will be on battery life.
