I"ve tried no fixes for this, and the thought of a full OS restore as a fix is simply not acceptable. The problem didn't exist until fairly recently, not on the original Win 8, not on 8.1 initially. (Which means a full restore probably would "Fix" it...at least until all the hotfixes were again applied.)
It's something very specific, software- or firmware related, introduced by a hotfix - it occurs only while browsing on Metro UI*, and only after an update - it should be fixable by a hotfix. I'm not spending hours reinstalling software, settings, etc...I'll just deal with the 15sec or so reboot delay, especially since it only happens browsing. It's annoying enough I don't plan to just 'shut up' about it, but not so annoying I'm going to uproot all my software for it either.
(I'm on an S Pro btw, and my reboots happen independent of having a Touch Cover installed or not...I think the cover attachment is a red herring, unless perhaps the fact that it's always the power kernel error means attaching/detaching a cover is sending a signal to the Surface Pro (or Surface) with regards to an attached peripheral now being powered that is one possible trigger of many...)
