Surface pro 4 - clock speed of CPU keeps the same

After updating to windows 10 (1607), I find that the clock speed of the CPU keeps to be 2.92GHz when plugged, and to be 2.47GHz when using battery. My surface pro 4 has a core i5 CPU. It seems strange because the clock speed of CPU should change with the workload in the Task Manager. Does anyone have the same problem?

Fixed with today's update. Thanks, MS!

NOTE: I had to reboot twice after updating. So if anyone is not seeing the fix try a restart.

    This has also helped me, the first attempt was blocked at 32%, I restarted and repeated the procedure by turning off wi fi, I set flight mode on and off defender, then everything went well, now the processor works well. the only thing I do not understand why they took the opportunity to open the notifications center and multitasking with the pen?

    Is the CPU still normal now? I re-installed the update via Media Creation Tool, at first every thing seems ok, but after using for a while, the CPU stays at 2.90GHz plugged and 2.47GHz unplugged again, mine is i5 dgpu surface book

    And me too, I re-installed my surface book(i5/dGPU) via Media Creation Tool, at first, the CPU seems fine, but after using it for a while, the CPU stay at 2.90GHz again

    I re-installed the 14393 update via media creation tool last night with keep every thing , now the cpu clock seems fine
