Surface pro 4 - clock speed of CPU keeps the same

After updating to windows 10 (1607), I find that the clock speed of the CPU keeps to be 2.92GHz when plugged, and to be 2.47GHz when using battery. My surface pro 4 has a core i5 CPU. It seems strange because the clock speed of CPU should change with the workload in the Task Manager. Does anyone have the same problem?

Fixed with today's update. Thanks, MS!

NOTE: I had to reboot twice after updating. So if anyone is not seeing the fix try a restart.

    This should not be mark answered. The only thing that fixed this problem for me was going to the Fast Ring.

    After the Update SP4 go to Suspended after 30 min

    But I use 180 min as default

    I have no explanation for the behavior described above. Can you post your settings?

    CMD > powercfg /q

    The relevant part should be under "Subgroup GUID: 54533251-82be-4824-96c1-47b60b740d00  (Processor power management)"

    The August 30 update changed Speed Shift defaults to:

    Processor energy performance preference policy (MSR 0x774) Processor performance boost mode
    AC 33 (0x54) Aggressive
    DC 50 (0x7F) Aggressive
    Battery saver 70 (0xB2) Disabled

    Summing up, Microsoft enabled turbo on battery again, but battery saver still disables it. Additionally battery saver tries to schedule everything on core 0 in order to keep core 1 power gated at C7.

    Phynal - I have not changed anything after the firmware update which fixed the cpu scaling momentarily.

    That is why I am so puzzled right now why this issue is happening again.

    I tried to reinstall the drivers of the Aug 31 update to re-create again the fix but nothing changed after that.

    This is so ridiculous! Someone from Microsoft please support!

    UPDATE: The cpu scaling drove me nuts so I made the choice to reset my SP4. After the reset the CPU scaling was fine again, then Windows update began downloading the Aug 31 cumulative Win10 update. To my disappointment, the CPU scaling was back again after the update. I was forced to reset the device again two more times to verify if the update had caused the CPU scaling issue to come back and to my surprise, without the update the CPU scaling works fine but with the update it is stuck at max speeds. Everything is with default power plan.
