Surface pro 4 - clock speed of CPU keeps the same

After updating to windows 10 (1607), I find that the clock speed of the CPU keeps to be 2.92GHz when plugged, and to be 2.47GHz when using battery. My surface pro 4 has a core i5 CPU. It seems strange because the clock speed of CPU should change with the workload in the Task Manager. Does anyone have the same problem?

Fixed with today's update. Thanks, MS!

NOTE: I had to reboot twice after updating. So if anyone is not seeing the fix try a restart.

    I have the same issue as described here

    I thought maybe there were some corrupt files during the Windows AU update so I tried to fix this the following way:

    1. I rolled back to the previous build.
    2. Checked that the CPU was working correctly, which it was
    3. Re-Updated the Windows Anniversary Update
    4. After the update, the CPU was working correctly
    5. However after I did a reboot, the CPU got stuck again at max turbo boost frequencies.

    So, in my case it appears that after the 2nd attempt of the Windows Anniversary Update all was working fine. Only with a reboot, somehow some files/registry? got corrupted so that the CPU runs at max turbo boost frequencies on AC charger (ie. about 3.3 GHz) and maz frequencies on battery (i.e. abut 2.2 GHz).

    At the moment I have throttled back the CPU so it doesn’t run at max turbo boost frequencies and am waiting for a fix from Microsoft (I hope).

    I have tried a clean install, but did not solve the problem, however, I noticed that my surface is not hot looks completely normal, the fans do not start, I could not say, expect next week to see if there will be a fix.

    You can just run 'regedt32' and browse to manually edit the 'attributes' param from the default '1' to '2'

    Thanks for the reply, but I cannot even use soumithrib's way to add a registry to reveal the cpu power setting.
