I don't know what happened. I turned my Surface Pro 4 on the other day and the type cover is dead. No lights. No response. No indication that it's working at all. I rarely take my surface anywhere.
This started on July 9th 2018. My system information is below. I've gone through all of the steps in the "Troubleshoot your Surface Type Cover or keyboard" page. I've tried to manually download and install the latest firmware and drivers from the "Download firmware and drivers for surface" page. I picked SurfacePro4_Win10_16299_1801701_1.msi. My device manager does not show the "Surface Touch Cover Filter Device" under keyboards or anywhere. It only shows the HID keyboard and cannot detect my type cover. The type cover is completely unresponsive. Also, my windows updates are completely up to date. I've provided the links to the troubleshooting pages I used below.

I've already given up since the end of last year. Now I switch to DELL precision 5530 2-in-1. It's heavier b/c of 15.6" 4K screen. However, it's much faster, more powerful and much more stable. Surface products have too many issues...

I have a feeling that its related to the battery but i can't confirm unless we have sufficient data sample size.
perhaps if 50 people report of the same issue, we can bring this as a fact to Microsoft because they sell us a device with an inherent manufacturer fault.
Mine shows 10.5% battery wear. Its true that the problem started when the wear was approx 10%
My experience before I retired was as an applications programmer (tailoring Access built stand-alones) for clients so I'm not a newbie. I've been in the business since MS-DOS and Widows 3.0. Enough memory lane. Just save your files, wipe your computer and start from scratch. Don't assume all tools are crash tested and only do what they claim. Proof your installations and do plenty of restarts to make sure things work when resident and not just in memory.

I've done fresh reinstallation of Windows 4 times using USB drive, deleting all the partition and data. First I did the latest v1903 installation, didnt work and then v1709 installation because Windows had released a fix for keyboard detection in March 2018 (which I couldnt install on the top of latest version software). Installed all the updates and kept updating to next versions until I reached the latest 1903 update. In many occasions, I also disabled and enabled type cover in UEFI followed by restart, but nothing worked. Recently, someone suggested the keyboard in Amazon (with a link) fixed their problem and bought that one too, however it wasn't fruitful (maybe that person had a faulty keyboard). I have done more than 20 hard resets since the issue and many more restarts.
When everything was working, there was no issue whatsoever and even I thought the same way you did (it could be a user error). But when you go through this frustration, after using the device delicately you won't have the same response. It is definitely a Windows update that corrupted the system drivers (maybe deep in UEFI). Also, it is my guess that the issue started to appear after Windows moved away from BIOS to UEFI. Strangely, for all the devices that are affected, the type cover driver doesn't appear under devices, no matter which version you're running and all the drivers provided by Microsoft are installed. Just because everything is going well with you (as of now), doesnt mean other's don't have the issues after the software update.

Did what you asked and installed the free version. It is showing my battery wear at 10.9%. I'm very close to agreeing with you on the problem being a configuration issue. See my next post.
