I don't know what happened. I turned my Surface Pro 4 on the other day and the type cover is dead. No lights. No response. No indication that it's working at all. I rarely take my surface anywhere.
This started on July 9th 2018. My system information is below. I've gone through all of the steps in the "Troubleshoot your Surface Type Cover or keyboard" page. I've tried to manually download and install the latest firmware and drivers from the "Download firmware and drivers for surface" page. I picked SurfacePro4_Win10_16299_1801701_1.msi. My device manager does not show the "Surface Touch Cover Filter Device" under keyboards or anywhere. It only shows the HID keyboard and cannot detect my type cover. The type cover is completely unresponsive. Also, my windows updates are completely up to date. I've provided the links to the troubleshooting pages I used below.

suspect something with the hibernation mode.
Are you using Hibernate? Then you should see clear sign of a Resume when you power on to get out of it. (E.g. Surface logo plus the worm chasing its tail.) Otherwise you would only be in some other Sleep state and not getting out of it by whatever action that you are taking.

The cover is not working in UEFI but it work on other surface
I have tried your battery-drain method but no luck. I don't feel surprise as I am kinda expected. My suggestion is don't waste your money on a new type cover. I did buy one and borrow a few, they all not work in my SP4 after the firmware updates.

I tried the battery-drain method with success !
Explanations : I disconnected the type cover from the SF4 and let the battery drained (I helped it with a game…). Then when battery was 4% the SF4 shutdowed itself.
I let it all the night unplugged from AC and from type cover.
Then on the morning, I plugged the cover then the AC then I turned on the SF4... Tandan !! Cover is back !
But…. short-lived joy !
In the afternoon, I let the SF4 with the type cover closed unplugged from AC. After few hours, I open my tablet and the issue with the type cover is back again ! :(
I retried the battery-drained methoad with success again but the issue is not resolve ! So yes it's possible to get the type cover working again, but I suspect something with the hibernation mode.
Totally agree with you. I tried several times of battery-drain method but never worked. I also purchased a new type cover and no luck.
Finally, I decided not to waste time on this frustrating situation and bought the MOKO Bluetooth type cover during the weekend (price briefly dropped to $19.99) and it arrived today. It works very similarly to the MS type cover. Only thing I need to figure out is the scrolling direction, which is opposite to my usual habit.
