Try solution in the link below, simple driver installed fixed my issue
Surface Pro 4 type cover suddenly not working.
I don't know what happened. I turned my Surface Pro 4 on the other day and the type cover is dead. No lights. No response. No indication that it's working at all. I rarely take my surface anywhere.
This started on July 9th 2018. My system information is below. I've gone through all of the steps in the "Troubleshoot your Surface Type Cover or keyboard" page. I've tried to manually download and install the latest firmware and drivers from the "Download firmware and drivers for surface" page. I picked SurfacePro4_Win10_16299_1801701_1.msi. My device manager does not show the "Surface Touch Cover Filter Device" under keyboards or anywhere. It only shows the HID keyboard and cannot detect my type cover. The type cover is completely unresponsive. Also, my windows updates are completely up to date. I've provided the links to the troubleshooting pages I used below.

2022-03-23T12:02:25+00:00 Hi all,
I had a problem with Surface Pro 3 and the Keyboard Type Cover. Would work in BIOS / UEFI but not in windows. Therefore a software issue. I followed everyones suggestions, uninstalling drivers, reinstalling windows, editting registry (was risky but I was desperate), two finger restarts etc... and nothing worked...
After much investigation I found that there was an issue with "Wacom Device" - looking into this Wacom made the drivers for the Surface Pen, it wasn't what I thought was the problem but it turned out I was wrong.
I went to Wacoms website and couldn't find anything specifically related to Surface products but thought I'd install their drivers anyway from this page Drivers | Wacom. And then restarted the SP3. Guess what?!? BOOOM it worked. After 3 weeks of trying to fix this issue it is now resolved.
So anyway, anyone with a working keyboard (Type Cover) in UEFI but not windows try this... Let me know if it works...

2022-03-19T14:59:49+00:00 SOLVED.
