I'm having a similar issue with a Surface Book 2. The battery drain while off is not as drastic, but is something like 2% overnight and will continue to drain while off.
I took it in since it was only a month old or so to a Microsoft Store and got an exchange. I had run extensive battery reports and sleep studies. I worked with Microsoft Support via twitter too. Nothing helped. I tried the battery driver removal for the
tablet portion but that did not work.
I got an exchange. The exchange was not brand new. I ran a battery report when I got it to see the tablet portion had 30 something cycles while the base had none. However, it worked fine for a short time. I actually kept a log and never had one issue with
the exchange as I got it for the first week + or so. I turned it off and on every night while using another computer. The battery never drained. Then I started with updates and slowly installing a few programs I typically use, which are not complicated. Office,
and a few others. Then the drain started. I don't think it's a firmware issue, but a windows update. Who knows really.
This one is older but shows my case. This is actually worse I think than my brand new Surface Book 2. I think it's overnight drain was 2%.
