Gaming was where i had this issue. Things were fine otherwise. Without the antivirus it seems to be working well.
Give it a shot and see.

Antivirus or not, this shouldn't be okay to be fair, but I get your point. I have tried multiple setup configurations, including a windows (and MS services) only boot, and the problem persisted.
The underlying issue is software agnostic, and the working theories are at the moment:
a) The surface book 2 cannot adequately cool itself when the room is >25C in temperature. (no matter the workload big or small)
b) a sensor is malfunctioning, calibrated incorrectly or just plain bad quality.
c) the Surface Engineers decided on a too aggressive throttle profile or a too weak fan curve.
d) a bug in the firmware or somewhere in the OS/drivers
until the people that have the ability to fix this, knows that it is an issue as a result of the summer weather we see (at least in Europe), there wont be happening much, and we have no way to get this in front of them except going through Microsoft Support. The only way to get that attention to have it escalated is with sheer volume and frequency. Either that, or media spotlight from any of the YouTube personalities, but that might not happen unless people frequently tell them as well.
