I'm going to chat with them right now again to see if it changes anything
Surface Book 2 throttles excessively, often down to 0.4 GHz
I've recently purchased a 15" Surface Book 2.
When compiling large projects in Visual Studio 2017, I find that the processor often throttles excessively, often down to 0.4 GHz. As a result, compilation takes several times longer than it does on my 5 year old MacBook Pro.
The Core Temp app shows that the CPU at this point is at 50-55 degrees Celcius or so.
The following question touched upon this problem, but the proposed solution did not work for me:
Any ideas on how to fix this?
Thanks.

2018-08-18T10:33:42+00:00 Your newly exchanged SB2 has again throttling issues? Wow this is really bad news. Did you test other stress tests for confirmation? I am at the end of my wits after having spent two days isolating the issue. Not even a clean reset has helped.
I am thinking on skipping the ultra low power CPU notebooks in my next purchase I think. I am wondering what sales support will be offering me when I decline a refurbished device. As far as I can tell, in Switzerland one can ask for a refund in warranty period if the terms of business is not excluding this option for separate cases. The terms are not reserving them so I should be able to ask for a refund. My patient is really running low with MS and I would rather sue them to obliteration than fiddle with their half-baked trash. I lost so many hours and days, I'd rather spent them doing fun things, but MS is not even wise to the fact that SB2 is a throttling mess.
I have this issue too, i'm from Europe (netherlands) an it started happening to me like 1 month ago, i already sent my device to microsoft, i got a new one, but i has the same problem....
For what i've read i think it's a bug somewhere but every time i contact microsoft support they tell me that they didn't know this issue existed...
As it happened to me 2 days ago, I contacted Microsoft again, the rep that I spoke to didn't deny that they had seen the issue, but wasn't interested in acknowledging any sort of real volume of similar cases. I spoke to her for a few hours, and she promised me to do what she could to get this issue in front of the people that can actually do something about it, and then get back to me, with any or all the information she could. I was being pretty persistent, and I implore you, and everyone else affected by this to do the same, the more people and the more frequent they are contacted, the higher the chance is that they are going to look into this issue.

2018-08-14T08:07:23+00:00 I have the same issue and can also confirm that ambient temperature has a big impact on how the SB2 performs.
Below is a graph which shows how the CPU Frequency falls down to 0,4Ghz for a couple of minutes (orange line). You can see that there is not much stress on the cpu and the package temperature is fine. I'm usually using VMWare but the issue also occurs if i'm working in Visual Studio on the host. It happens almost always if using VS and playing video stream.
The machine is not usable for any kind of serious work, unless you are from arctic region..
It is Surface Book 2 15", GTX 1060, 1TB, 16GB, Model 1793, 1813
Lot No.: 1803
bought in EU, german keyboard layout
I've reinstalled windows and drivers numerous times. I've switched to the Preview Ring and then received all sorts of driver and surface firmware updates. Nothing helped, the issue is still present.
Of course I've created support ticket and had MS tech representative logged in and I've demonstrated him the issue. After that they have blatantly ignored all my emails for the past two months!
Contact their chat support, they cant ignore you there
