Changing Background Image in a Forms Project

Is there a method to set a different background image in a Forms project without it being scaled up to the main image? The current setup seems to automatically resize the main image as the background.

Is it possible to limit Microsoft forms submissions to 1 per person, per week? Or do I need to make a new form every week I want to allow responses from the same people again?

Title explains question, I know I can limit forms to 1/person, but can I extend it so that the same person can submit another response at another time, a week later?
