Did you ensure you downloaded the ISO in the exact same language version as you have set for the Windows user interface in the Settings App - Time and Language - Region and language, if that is English, is that US English or just English.

Open Task Manager (Ctrl + Shift + Esc).
Select the Start-Up tab in Task Manager.
Is that tab also empty?

Click your Start Button, type regedit and hit Enter to open the Registry Editor.
Click View and make sure 'Address Bar' is turned on.
Paste this into the Address Bar at the top and hit Enter.
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System

2026-08-12T06:48:09.9933333+00:00 If Settings > Apps > Startup is empty, use these supported places to check and manage startup apps:
- Open Task Manager
- Right-click Start and select Task Manager.
- Open the Startup apps tab.
- Select an app, then choose Enable or Disable.
- This view also shows startup impact, which can help confirm whether Windows is still detecting startup entries.
- Check the Startup folders in File Explorer
- Right-click Start and select Run.
- Type
shell:appsfolderand press Enter. - Keep that window open.
- Open Run again and type:
-
shell:startupfor the current user, or -
shell:common startupfor all users.
-
- If shortcuts are present there, they are startup items. Remove unwanted ones by deleting the shortcut from the startup folder.
- If a startup item appears as missing or broken
- Windows can show startup entries for apps whose path no longer exists, such as apps removed from a removable drive, network drive, or apps that were uninstalled.
- In Startup settings, when available, selecting the icon next to the app can show the broken file path or registry location.
- Reinstalling the affected app can fix that specific broken entry.
- If the list is only empty in Settings
- Use Task Manager > Startup apps as the alternate built-in view, since it provides the same startup app list as Settings.
