I've found success in removing the Copilot icons by reverting to an earlier version of OneNote, as outlined here:
"After updating Office to 2501, there will be an option in Word file—options to choose whether to enable Copilot. However, this option is currently only available in Word, and other applications such as Excel need to wait for subsequent updates.
If you really need to, we recommend that you restore your Microsoft 365 version to an earlier version, see the following:
- Restore Office version
- Close all Office software, in the Start Menu, find "Command Prompt" (or "cmd"), right-click and select "Run as administrator"";
- In the command prompt, type the following command and press Enter:
cd %programfiles% \Common Files\microsoft shared\ClickToRun - Then type the following and press Enter
Officec2rclient.exe /update user updatetoversion=16.0.17531.20120
This will restore Office to the stable version in February 2024."

It's crazy that this is what's necessary to get around the obnoxiously invasive Copilot features, but it does work.
