    Try this on your iPhone: 
    Your sticky notes also sync with the web. Go to www.onenote.com/stickynotes to view them. You might have to log in to your preferred browser with your Microsoft account credentials. - I suggest doing this on the iPhone and not on the laptop.

    For some reason it doesn’t show on the web browser but shows on the iPhone browser.. Hope that works and helps

    Have you tried clicking on sticky notes link on your iPhone / iPad because it won’t work on the web browser for some odd reason and only on iPhone browser….

    I have same issue all notes gone but when logged ed into the email a folder notes available with 139 notes but not loading

    Were you successful in locating your deleted notes, the same thing has happened to me and I have tried forever to retrieve them with no success
