You should first to have the newest office update:
& "C:\Program Files\Common Files\microsoft shared\ClickToRun\OfficeC2RClient.exe" /update user updatetoversion=16.0.17830.20138 made by cmd or terminal(administrator).
By the way I'm not the "Microsoft", I'm common user.
Error is fixed, set : options, General, Privacy Settings, Turn on all connected experiences

Yes, you'd think an installed, perpetual product would have its help files also installed but I guess that's no longer the case.
Regardless, I just noticed that my (purportedly online "click-2-run") version of Microsoft 365 is consuming well over 3 Gigs of space on my SSD so there's that.
True -- and thanks for pointing it out -- I saw that, but I have Office 2019, so I assumed it didn't apply to me. After all, since 365 is intended to be much more changeable over time than 2019, I figured its Help would be all online, whereas 2019's help could remain internal to the program like past versions were.
