phone number to speak to a real person

I have questions that aka.ms/pwr does not answer. All my attempts to get connected with a live rep has been rerouted. This is extremely frustrating. What phone number will get me a live rep?

    My Outlook Email has been hacked and I have changed my password. However, some of my contacts continue to get intermittent fishing emails asking them to open secure documents. Is there a way for me to close this email account permanently? Or is there a way for me to send a single email to my entire contact list alerting them to disregard and not open such fishing emails from my email address?
