How can I contact the Complaints Department?

I challenged three charges which amounted to over £290 and was given and email to say the refund was on its way and it's never been deposited into my account. I have called the helpline SEVERAL times and have been fobbed off. Where can I lodge a formal complaint?

    I am sick of paying for service ans NEVER being able to talk to a human? I sick of your stupid online chat. One of my problems is pop up and every time I tried to reach you on line, I get all these pop ups, even when I click on Mircosoft,

    PLEASE HAVE A HUMAN CALL ME I HAVE 3 ISSUES. This ridiculous!!!!!!!!!!!!!!!!!!!!!!! What good do you do if I can't talk to aomeone???????

    It would help when trying to retreive a problem with a e-mail account that was hacked THAT WHEN SAY YOU HAVE SENT CODE TO HELP THAT YOU DO SEND ONE!

    Can someone in Microsoft look at why your wait time on support chat is shown as an average of "7 mins" and I have had to leave after still being in the queue for in excess of 1 hour 30 minutes? I will be lodging a formal complaint but seems to me there is some dodgy practice going on here.
