Every time I did one of these steps, I turned off and back on my computer, and still each time it persisted. Make it stop!!!

I really don't know how i can thank you enough, it's incredible that a windows agent couldn't help but a random person looking at norwegian comments can, I hope you have the nicest of days mate!

The only thing that eventually worked for me was reformatting the entire computer. I've tried EVERYTHING else listed here and elsewhere, but finally after reformatting, its' gone.
