16.0.13801.20182 is the problem - either upgrade to 16.0.13801.20288 or downgrade as I wrote below and have been working for 3 days without the error.

This has NOTHING to do with Windows updates.

This is caused by the "Office 16 Click-to-Run Licensing Component" and its latest update to version 16.0.13801.20182 or later.

Rolling back to version 16.0.13530.20528 (aka "Version 2012") will solve the problem.

See below I have been error free since the downgrade after 3/7/21

Microsoft Shared\OFFICE16\OLicenseHeartbeat.......I probably speak for many, I hate it when the possible solution is a roll-back or reinstall......Unfortunately many people like myself who aren´t so computer tech savvy have seen the horrors of things going disastrously wrong by doing this. I hate it....the last time it ruined the desktop settings and lost the one drive sync, so many compound issues then having to resort to a paid specialist to debug. The perfect disaster that costs s one´s nerves is when a rollback effects the screen colours, resolution font sizes, stuff which all interact and to be honest is an absolute sham to set up when really after all the decades it should be a cake walk.

It is a pity than no-one from MS has any inkling to check system updates before they are sent out, II have win 10 build version system build 190402; this is an absolute horror as this one rejects any changes. It will all get worse. The lastest with this build to appear is Office subscription no longer functionable.. Again a wretched Heartbeat issue.

All I do is run system maintenance.....that is really all I should do to get one out of a dreadful mess.
