I'm going to split hairs in the wording they used.

Yes, if you set up Windows with a "microsoft account" it will most likely be automagically passed in when you start the Office activation process.  If you setup a Windows "local" account it can't do that.  BUT the article also says

If you did not complete the subscription during the initial setup, you can activate Office 365 Personal using the following steps:

4. When prompted, enter your Microsoft account login and password,

Nothing in the article says you MUST use the same email account as you used for Windows. It says if you do not have an account you can create one, "any" email account.

Nothing in the link you provided changes my mind. Nothing in it says that they buyer of the computer MUST be the activator of the subscription. It just assumes that to be the case.

I was referring to transferring the licence.  

PS In any case the 'free offer' was to the person who purchased the computer that was a condition.  That computer is the licensed computer.

Ya-but ...

There is nothing in the MS Office 365 License Terms that limits Office 365 to a specific computer. Why do you think there is something special about the product key being hidden on the computer, before activation, than simply supplying a product key card to the customer.  If they were given a product key card, would you argue that only they could activate it? No.

Yes I understand the definition of OEM both in terms of hardware and software licenses.  When MS had OEM Office licenses, the license was restricted to the computer hardware that it was installed on at the factory. There was no way to transfer that license to new hardware, even if the motherboard failed (if that happened, the OEM had to provide a new OEM installation of Office). 

BUT

Now MS has changed the way license activation works.  Office licenses are no longer explicitly associated with specific hardware. The Office license is primarily associated with a specific email account.  Yes there still is a secondary association with the hardware, but that is only to control number of concurrent installations, but there is no license limit on which computers it can be activated on. MS has not defined anything in the MS Office 365 License terms that limits WHO can activate that free office that "comes with" a computer, the definition of an OEM license.  Yes, the implication is that the user of the computer is the person to activate it, but that is not a valid license restriction.

I keep repeating, I have not seen any mention of an Office 365 Personal "OEM" type license, so according to the license terms anyone should be able activate that "free" subscription, no "transfer" of license required.

Enough said. We are talking in circles. We have to agree to disagree until we see some sort of "Official" statement from "real" MS, NOT 3rd party MS Support staff.
