On my three devices with this problem, the build and version of the Office suite is Version 1907 (Build 11901.20218 Click-to-Run). It is 32-bit Office on 64-bit Windows.

I found this issue happened since v1907 updated on 13 August, then v1908 update didn't fix this issue.

Only can't scroll when started slideshow. In editing mode I can scroll notes using touch screen

Sounds identical to the problems I’m having with my Acer Switch 12.  I hope this bug can be fixed soon as it is a huge inconvenience for my job.
