I have the same issue on a brand new Dell XPS. What's interesting to me is that I only see the issue on hyperlinks within Office apps like Word and Outlook. Everywhere else the cursor behaves normally.

Yes, I have uninstalled the mouse driver on multiple occasions. I have even used different mice - Logitech, Acer, and Microsoft (my normal mouse). All use the Microsoft driver.
Thank you for the information you provided. Have you tried uninstalling the mouse driver on your device? If not, try to disable the driver then restart device. Your device will automatically look for an available driver for the mouse.

- Have you tried updating the Office suite?

I believe the issue started some time after switching from a 1600x1200 monitor at 100% scaling to a 3840x2160 monitor with 150% scaling.
My Office365 updates whenever it wishes, and is currently up-to-date.
Please notice that the issue does appear here and there in other applications. It is just most obvious in Outlook and Word, as I use these constantly. (Oddly, I have never noticed the issue with Excel...) As an example, I believe I noticed the problem in the paint.net application recently.
It is my belief that this odd issue has something to do with the mouse driver and the 3840x2160 resolution with 150% scaling. Another user solved his similar problem by forcing a non-standard touchpad driver onto his laptop. Alas, I am running two desktops and have been unable to find an optical mouse that does NOT use the standard Microsoft mouse driver. It would be an interesting test in any event...
