I have exactly the same problem on a new and up to date Dell XPS 15.

Good day all,
I have an Acer Aspire ES 15 running 64bit Windows 10 and Office 2010 Professional.
I've just built this machine from new and the only application or situation where 2 fingered scrolling on the touchpad doesn't work is Excel 2010.
Following some online advice I ran a fix which didn't fix it.
I also uninstalled Office 2010. That's when I found out Office 365 was pre-installed. I uninstalled that as well. I have now performed a fresh install of Office 2010 and still have the same problem with Excel 2010 only.
Btw, this is happening for all excel files whether they have freeze panes or not.
Any thoughts or help would be much appreciated.

We suggest that you download and run the Show or hide updates troubleshooter to temporarily prevent the update from being reinstalled until an updated fix is available. This will provide a user interface for hiding and showing Windows Updates and drivers for Windows 10. Please see the link below for more details:
How to temporarily prevent a Windows Update from reinstalling in Windows 10.

Hi so far ive been uninstalling the latest security update since early january til now. and it works. but, do you have any better idea, to stop it updating the security updates which prevent the touchpad to scroll in excel 2010? thank you
Do you mean the Security Updates from Windows or the ones from Microsoft Office?

Same problem here with my Acer Aspire E5
Touchpad scrolling stopped working in Excel....
System: Windows 10 64-bit
Software: Excel 2010 32-bit
- scrolling works in other applications except Excel
- Horizontal scroll works
I googled and tried all of the following with no success:
- restarted computer multiple times
- created a new worksheet - not working either
- scroll lock is turned off
- tried to freeze/unfreeze panes - not working
- resetted touchpad settings
- reinstalled Synaptics Touchpad Driver
- "Repaired" Excel
- completely uninstalled and reinstalled Microsoft Office 2010
EXACTLY THE SAME! just my laptow is acer swift 3
