MS stopped including Picture Manager in Office 2013. 

But is still a way to get it for free.  Picture Manager has been included in a couple of free downloads that you can get. Then you do a "customize" installation and select to install only Picture Manager.

If you just want MODI or Picture Manager 2007 or OneNote 2007, you can start the SharePoint installation process then select the **“Custom” install option.**This will allow you to deselect SharePoint and any other product you do not want wasting space on your machine.

Download SharePoint Designer 2007 

  • Do a “Customize install” to select SharePoint / MODI (under Office Tools) / OneNote  / or select only “Picture Manger” if that is what you want.

Note: the free download of SharePoint Designer 2007 includes a few surprising extras:

  • OneNote 2007

NOTE: when one person ran that download it did not include OneNote. I redownloaded and ran it and did see it. We never did resolve what the cause was.

    You can access the older forms of Wordart simply by opening a file created in that older version.  For example, it is easiest with 2003. Even from 2016, if you save a 2003 DOC format file and open it in 2016 you will have access to the 2003 WordArt options!

    I haven't tried it with a 2007 docx opened in 2016, but I suspect that is also true.

    So the trick is to create some "dummy" files using the older versions and set them as "read only'. That way you can always easily access the older wordart styles.

    Probably so.  Basic version has only Word and Excel, not sure about Power Point.  I have it on my computer but haven't used in a while, since I purchased a MS Office 2007 on a CD on eBay;  it does have a Picture Manager, along with the old version of WordArt on Word.  Love it.  

    Why doesn't Microsoft revert back to 2007?

    Hi Somasundaram,

    I have Office Basic 2007. Microsoft Office Picture Manager is on the computer after installing Office Basic 2007. However, for some reason, it won't allow to edit pictures. The "Edit Pictures" button is grayed out.

    Do you know why? is it because i have Office Basic version?
