Hello Microsoft Community. I've seen various versions of this bug around and it seems to not be getting resolved. It would be great if others could simulate my use case for this bug and confirm it's not just me - as well as pose a solution or help me get Microsoft to address it!
In a nutshell, emails in the New Outlook (PC) will get stuck in 'Drafts' forever in the following scenario (imap emails):

I have exactly the same problem. Its very intermittent though. Some days it all works fine then other days I cant reply to emails.
A year later and still not fixed. Looking for the solution.

In a nutshell, emails in the New Outlook (PC) will get stuck in 'Drafts' forever in the following scenario (imap emails):
- I am Replying to or Forwarding an email from my Inbox.
- If I Archive the original email in my Inbox after finishing my Reply immediately after hitting 'Send'. In other words, if I don't wait 3-5 seconds to ensure it sends first.
- The email will get STUCK in Drafts and never Send. There's nothing I can do to Send it. I have to go find the original email and retype and send the message.

I had the same problem and the only thing that seems to fix it (at this stage) is downloading and using "Outlook Classic". So far so good. Have sent and received a few emails and everything works. I really hope this helps everyone with this problem.
It is also happening to me, and to the Quick Steps that I have set up. Although it is not happening when I create a rule performing the same function.
It seems to only happen when i forward an email or respond to an email.
