My email does not have the toggle option in the top right corner to get the classic outlook back. There is no longer the old outlook in the store either. I have also tried the steps in registry editor and that didn’t work out either.

I tried all those so-called other fixes, but Nothing Worked.
I was having this same issue. I searched outlook from the windows tab and after it loaded and opened up I found the three dots at top right of page scrolled down to settings then sync and or reset settings
Thank you Hall but I don't have Microsoft 365. I own my own copy of Microsoft Office 2019.
Sadly, nothing happens when I try to open old outlook, not even a whirly gig anymore and immediately after opening NEW OUTLOOK yesterday none of the right click options I had available to me through old outlook worked anymore.
There is no old outlook app available to me.
Any emails I saved as .msg files can no longer be opened. I can't even imagine what a nightmare this is for all the companies who have saved and filed emails in this way. I have to tell you that every time I see Windows has an update, I dread what is going to happen to my system.
Windows 11 is a hot mess and NEW OUTLOOK is a hotter wet mess. It's time for someone to admit that.
