Email keeps going to junk folder even after I say it's safe.

I have a recurring email that continues to go to "junk" when I confirm it is "safe." I use Microsoft Outlook

    I've had several sessions with Microsoft's support agents now (the case was escalated to their level 2 engineers) and their conclusion is that the sender, in my case has a SCL value of 5. If anyone's got a spam rate with that number, their messages will be treated as junk as long as they don't improve their reputation... And what sucks is that personal whitelisting makes no effect if the SCL value is that high (or higher).

    I don't think that this is a satisfying solution, but it is what it is and perhaps it might be an explanation to those who wonders...

    *Hopefully Microsoft realises that this is not a user friendly approach if everyone with this problem sends them feedback (which is easily done under the Help menu at outlook.com).

    When I go to my Junk Folder settings, I can only "see" the "Junk mail" and "Safe senders" tabs, but cannot change anything.

    There are no "Options" whatsoever, and even when adding a safe sender email (using + at the bottom of the list), it won't accept the new email address.

    In any case, there is no explanation as to while nearly ALL of my messages go to Junk

    Same problem. I have had Hotmail since about 1996 and this is the first time I have had such a bad problem. i will probably be switching to another email but this will cause a real hassle. Microsoft doesn't care to fix problems. I may give up on MS altogether. There are other apps out there that do the same thing and better. I pay for several MS apps but I may have to rethink that also. I am really peed off.

    I am having this issue for years now. Certain mails constantly going to spam folder in Outlook 2019. Can unspam them, put on white list, whatever. Same issue again.

    Ridiculous that Microsoft is ignoring this bug. Time for a new mail-client!

    Microsoft are you going to address this with a real solution for both PC and MAC users??? I'm missing vital information and it is affecting my work at this point. I have had to check junk for months as a normal part of my morning, not only are external senders being sent to junk but internal partners so I'm missing emails during the day! Unacceptable.

    There are 6 pages of "same issue" with no solution!!
