The Quick Action Icons (Delete, Move, Mark Unread) have moved - they were originally next to the SENDER Name, now they are on the far right (after the received time column) - how can I move them back to the original position ?
See image - they are at the GREEN arrow, I want them back at the RED arrow.

Good question. My understanding was that it wouldn't get through to Microsoft unless you used the Feedback link. I don't have an IT Administrator, I use Outlook.com as an individual. I did not see the message you mention.

John - I immediately went into Outlook and provided my "feedback" about this issue. However, I also noticed that it states at the bottom:
"By pressing submit, your feedback will be used to improve Microsoft products and services. IT admins for your organization will be able to view and manage your feedback data."
Does Microsoft even look at the problems/suggestions or is it just the IT admins for an organization?

Make sure you post your complaints on the Feedback link in the Outlook Live interface. Microsoft tracks that. They don't necessarily track this list.
You can find the link by clicking on the "?" in the Outlook toolbar and going to the bottom of the Help panel, where you'll see:
