New Outlook mode - Light/Dark background setting

Where can I find the below setting when I'm in the "New Outlook" mode:

If you prefer, you can disable dark mode so that the message window is always white when using the black theme. The icons to switch dark mode on or off are disabled when you disable dark mode.

  • In Outlook, go to File > Options.
  • On the General page, look for Personalize your copy of Microsoft Office.
  • Set the Office Theme to Black and select the check box next to Never change the message background color.
  • Select OK.

    Something must have changed because up until yesterday newsletters and other types of content always were dark. Those newsletters aren't images. Also, now in my message pane the colors have changed since yesterday including the links, which are now a different color and hard to read. I didn't change any settings so I am wondering if something changed in Outlook and if there is a place I can change the link colors and text colors. I don't see anything that says 'File' and 'Options' so those selections are hidden from view. I've looked everywhere in my email settings there is no way to change any of that stuff that I can see.

    That is an image. It will remain the same regardless of your background settings. To access the full settings page, select the Gear icon to the left of the Lightbulb icon at the very top of the page.

    I don't have Office but I do have Outlook. I'm not finding 'File' and 'Options' anywhere in the Settings

    This is close:

    In the Outlook 365 for Windows app

    Select File/Options/General

    Office Theme: Black

    Check the box "Never change the message background color"

    Now the message background is white, but the rest of Outlook is Black.

    [Edit] - As noted below, this is for the old Outlook only.
