Using Classic Outlook on Windows for personal email, calendar, and contact management

I understand your concern and you are absolutely right when you receive an email with attachments in Outlook classic, it will allow you to save the attachments to the desired local folder or desktop. However, in the new outlook, it doesn't give you an option where to save the attachment at this time. Please note that this feature it is being developed by the team at the request of many users and will begin rolling out in this week. If you rely heavily on this feature, as you mentioned, you may consider Toggling out of the new Outlook for Windows preview - Microsoft Support for now and observe if this feature rolls out to your tenant until the end of this March.
