Using classic Outlook for Windows in business environments
I was able to get Perpetual on Beta Channel using the registry key in this article, Use a registry command to install Microsoft 365 Insider on Windows devices - Microsoft 365 Insider | Microsoft Learn. I verified the fix on Beta. The fix is to make the Start Up Options setting work so you can set it to your preferred setting.
reg add HKLM\Software\Policies\Microsoft\office\16.0\common\officeupdate /v updatebranch /t REG_SZ /d BetaChannel
If you do the registry key you still need to click File, Office Account, Update Options, Update Now and restart Outlook to initiate the switch.
At this point I would suggest waiting on the production build. The fix was backported, and it should be in the very next build to go out. That could be as early as later today. You can watch for it here, Update history for Microsoft 365 Apps (listed by date) - Office release notes | Microsoft Learn. It will be Version 2309 for Current Channel. If I see it go out before posting on Update History, I'll report back.
