Keep Getting "Outlook closed while you had items open. Reopen items from last session?" Even Though It's Not True

This just started happening. Whenever I open Outlook, I get the message "Outlook closed while you had items open. Reopen items from last session?" even though this is not true -- I did not have items open when I closed Outlook. Using Windows 11. Screenshot of what version of Outlook I have:

I'm on build 2306. Is this the reg key in question?

Value: 1

Yes.

Some users that updated to 2306 have reported that the key was not already in the Registry and had to add it and the value.

    Just a hint for future reference. When you report your MS Office version and build in forums be sure to use the version information displayed at File | Office Account beside the About Outlook / About Excel / About Word buttons as shown below. This is the version and build number used in the release history for retail versions of MS Office 2021 at https://learn.microsoft.com/en-us/officeupdates/update-history-office-2021#retail-versions-of-office-2021 and the release notes for the Current Channel release channel at https://learn.microsoft.com/en-us/officeupdates/current-channel.

    I don't know why, but when you click the About Outlook / About Excel / About Word buttons the build number shown in the pop-up window does not always match the "correct" build number displayed beside the button. For example, here's an old image I captured on 04-May-2022 showing a mismatch in build numbers for Version 2204 (Build 15128.20178).

    What is your Windows operating system and the name of your Microsoft Office Click-to-Run product? When you launch Outlook, go to File | Office Account, and look beside the About Outlook button does it show that you have received the Version 2309 / Build 16827.20130 update released on 28-Sep-2023? If not, go to File | Office Account | Update Options and choose Update Now to start the installation of the latest update with the bug fix.

    From File | Office Account of my MS Outlook 2019 that is part of my Microsoft Office Home and Business 2019 Click-to-Run suite:
