I just downloaded the latest version 8/8/23 and it's working fine

I don't see anything in the release notes for Version 2307 / Build 16626.20170 at https://learn.microsoft.com/en-us/officeupdates/current-channel#version-2307-august-08 that would indicate a bug fix was included in the 08-Aug-2023 update. Do you mean you no longer see the “Outlook closed while you had items open. Reopen those items from your last session?” prompts at Outlook startup? I haven't applied any of the workarounds suggested in this thread and my “Outlook closed while you had items open...." prompts can disappear for a few days and then mysteriously re-appear again, so be sure to post back if you see another one of these prompts in the next few days.
I personally won't consider this bug fixed until the dropdown box that controls the appearance of this annoying prompt actually reappears in my settings at File | Options | General | Start Up Options .

Sorry, I just saw your post <here> on page 11 of this thread confirming that Version 2307 / Build 16626.20170 did not fix your problem.
