Keep Getting "Outlook closed while you had items open. Reopen items from last session?" Even Though It's Not True

This just started happening. Whenever I open Outlook, I get the message "Outlook closed while you had items open. Reopen items from last session?" even though this is not true -- I did not have items open when I closed Outlook. Using Windows 11. Screenshot of what version of Outlook I have:

I'm on build 2306. Is this the reg key in question?

DWORD: ReopenWindowsOption
Value: 1

Yes.

Some users that updated to 2306 have reported that the key was not already in the Registry and had to add it and the value.

    Diane - This started happening on my system about 2 months ago. I am using Outlook 2019 Pro version 2306 - Build # 16529.20182.

    I added the key in Regedit two weeks ago, but it's still faulting with the same message. I'm wondering if the build # is the culprit here.

    I am running Microsoft Office Home and Business 2016 version 2307 (Build 16626.20134 Click-to-Run) and I haven't had any issues since 13th July.

    All I did was Run Outlook (version 2306) as Administrator, closed that popup and then went to Outlook Options -> General -> and disabled Cloud Storage [Store my Outlook settings in the cloud] then closed it and now whenever I launch Outlook as a normal User its all fine.

    I have the same problem. It did seem to start when that try the new Outlook switch appeared, and I made the mistake of trying it!

    I did not flip that switch about the new interface , still I experienced that annoying message....

    I routinely install every update as they come, though... must have been one of those.
