in the "Type here to search" box on the Task Bar type > cmd   >choose run as an administrator.. paste the commands into Command Prompt box.

Hit the enter key on the keyboard after pasting each command line.

cd "C:\Program Files\Common Files\microsoft shared\ClickToRun"

and then

officec2rclient.exe /update user updatetoversion=16.0.12827.20470

UPDATE:

Do nothing, wait.   See:

Microsoft is automatically propagating a fix.....  I am seeing it automatically patch some of my clients i had not fixed yet, that complained earlier..

Ran into the same thing last Wednesday on three PCs that I support. I've heard every excuse from a bad Outlook update, to a server issue based on type of subscription to a faulty Tuesday patch. Of course, Microsoft is silent. I finally ran the Tuesday patch updates and it seemed to solve the problem.
