Hi,
When logging in to any Microsoft service I receive the message:
Your account has been locked
We’ve detected some activity that violates our Microsoft Services Agreement and have locked your account.
Unlocking your account
To unlock your account, you’ll need some additional assistance. Navigate to "aka.ms/compliancelock" and we’ll get you to the right place.
When I follow the link and fill out the form I received the reply that I violated the Code of Conduct and won't be able to access the services anymore. Any charges to my linked credit card will be stopped.
It does not tell me how I violated the Code of Conduct, nor does it tell me how to reinstate my account, while the form I filled out is called "account reinstatement". It also does not tell me how to retrieve my data.
The form states: "Your account has been suspended for suspicious activity, sending unsolicited emails, or for violating of Microsoft’s Terms of Use agreement, such as hosting photos, video or other content in violation of the Code of Conduct."
I'm pretty sure though I did not send SPAM or hosted/posted/shared inappropriate content. As for suspicious activity, I'm not sure what is included here, but I'm a basic user of the services.
What I would like to know is:
I've called and chatted with support, local and world-wide, for different services, but all are receiving the same answer from the CDOC team, as can be found under ticket number ***removed for privacy***, which I find unacceptable.
It's been 14 days now... Please help!

Sorry to say mate (but due to Microsoft) you will not get any data and access back. And they also dont tell you what you have done beside you violated code of conduct. Never done anything illegal. It must be something with VPN or spike in data transfer using iPhone OneDrive Sync.
Sadly I'm in the same boat.
2 months since my account was locked.... about 4 weeks for the CDOC to get back to me after completing multiple forms and spending hours on chat/phone calls with MS Support (don't waste your time, they're useless).
This was the final email that I received from CDOC:
Hello,
Thank you for your inquiry as to the status of your Microsoft account. A thorough review was necessary before responding to your request for reinstatement.
Our review determined that images or videos of terrorist acts or extreme violence were shared from your personal OneDrive account. Content which contains graphic violence shared through OneDrive is a violation of Microsoft’s Code of Conduct, specifically this provision.
iv. Don’t publicly display or use the Services to share inappropriate content or material (involving, for example, nudity, ****, pornography, offensive language, graphic violence, or criminal activity).
Because of the nature of this content, our terms of use are clear and we conform to those terms, including closing accounts that have been associated with this content, regardless of how the content came to be stored on the OneDrive or the account holder’s intent.
Unfortunately, we cannot restore the account or provide any content.

No file name or date so I could take a look and potentially challenge them. Really strange that they are behaving in such an underhand way and not giving you an opportunity to either a) explain what the content is (difficult to do without being provided any information) OR b) delete the offending content.
Shocking behaviour and not something you'd expect from a company like this.
The irony is that all my 'content' (family photos and videos) are stored in iCloud. I was hoping to make the switch to MS - f. that!
They deserve to be in the news for their despicable behaviour and I hope that a class action lawsuit is brought upon them as they just seem to be treating their customers like trash.
9 days ago I couldn’t login anymore. Authenticator gives service error and when I try from my PC it came up with the same message that due to compliancy my account was locked. So filled the same form and still no answer from CDOC.
I am so relieved to see that I’m far from alone in this situation. Been locked out since March 11, with no explination as to how I violated the Terms of Use and instructions on how to send a 100% futile compliance form. Other solution has been to go into my account and reset my password- oh wait, I can’t do anything in my account because it’s locked. By far a much better place to go for support for Microsoft related stuff is Reddit, a non-Microsoft site. With that, I am getting seldom calls and emails about the progress about unlocking my account, now it is in the stage of whether the most high-up Microsoft owners DECIDE to give my account back or not. In the meantime, I’ve had to create an alternate account. And with that, I’ve lost absolutely everything, most of all stuff having to do with Minecraft for Windows 10: 153 achievements GONE, $500 worth of Marketplace content, GONE. And what’s absolutely horrid is how I can’t even pre-order the new Minecraft Dungeons game with my main account, and an account is the one thing you need to play this game. I’m prefty sure I even missed a closed beta because of the madness with my account. But like I said, seems like I’m not alone. I am sorry y’all are going through the same ignorance of this company as I am, and I pray that we all get our accounts back, or if there is a very good alternative.
